I just bought a second hand electric guitar. it was tuned alot higher in the shop so i didn’t notice this at first but the strings are very close to the fretboard and the lower strings rattle against the frets when you puck them. It there anyway to adjust this at the bottom or somewhere?(it’s a silvertone guitar if that helps)

I want to make the strings closer to the fretboard, thus making the guitar easier to play. First of all, how much does the truss rod cost? Second, do I have to get a technician to help me or can I do it by myself? if I can do it by myself without destroying the guitar, could you tell me how to do it? Thank you!
